Systematic-Theological Exposition
I. Introduction: The Dialectic of Historical Reality and Covenantal Compromise
1. Research Background and Problem Statement
Judges 1:22–36 records the transitional phase following the death of Joshua, wherein the initiative of the conquest of Canaan shifts from the southern tribe of Judah to the northern House of Joseph (Ephraim and Manasseh) and other northern tribes [4–6]. On the surface, the narrative appears to depict a series of triumphant victories: the House of Joseph captures Bethel (vv. 22–26), and the northern tribes attempt various territorial expansions [7, 8, 14]. Beneath this superficial narrative, however, lies a critical covenantal fracture: the explicit command of Deuteronomy 7 and 20 requiring the total annihilation (ḥērem, חֶרֶם) of the Canaanite population is deliberately suspended and replaced by a forced-labor (mas, מַס) system driven by economic pragmatism [19, 21, 47].
Contemporary Old Testament scholarship and Reformed theology remain divided along two contrasting horizons in interpreting this text. On the one hand, historical-critical scholars, notably Moshe Weinfeld (1990), dismiss the command of total destruction as a "utopian rhetoric" fabricated by later Deuteronomistic historians, interpreting the coexistence depicted in Judges 1 as a natural, historical process of settlement. On the other hand, classical Reformed theologians such as John Calvin (1563) and Barry G. Webb (2012) forcefully argue that Israel’s incomplete conquest was not the product of military inability, but rather an act of "apostasy born of laziness and greed" that directly violated God’s holy mandate [14, 43, 44].
This study actively incorporates the methodological critique raised by Professor N. T. Wright—namely, the imperative to account for the topographical, technological, and socio-historical realities of the early Iron Age—and rigorously integrates it with a systematic theology of divine providence regarding the incomplete conquests and compromise of the northern tribes in Judges 1:22–36. In particular, this paper strictly examines how Israel’s disobedience anomalously misapplied the Deuteronomic legislation and propelled them into a massive, downward spiral of Canaanization [43, 44, 47].
2. Core Thesis
Through rigorous academic demonstration, this study establishes three primary propositions:
1) The Duality and Desacralization of the Conquest of Bethel: Unlike the Rahab narrative rooted in genuine spiritual conversion, the House of Joseph’s capture of Bethel (vv. 22–26) was executed through secular diplomatic bargaining (ḥesed) stripped of total obedience, resulting not in the physical eradication of Canaanite culture, but in the "geographic relocation and perpetuation of Luz" [14, 19, 27]. 2) The Jurisprudential Misapplication of Forced Labor (Mas) and Systemic Homogenization: Israel’s incorporation of indigenous Canaanites into a forced-labor (mas) system rather than expelling them completely constituted a distorted, arbitrary misapplication of the laws of distant warfare in Deuteronomy 20 to inhabitants within the land—thereby secularly self-reproducing the oppressive structures of past Egypt [30, 47]. 3) The Horizon Fusion of Socio-Historical Reality and Willed Apostasy: While the physical and technological constraints of early Iron Age iron chariots (rekev barzel) and fortified networks should have been overcome by relying on divine theocratic power, Israel utilized them as pretexts for pragmatic complacency and compromise, plunging themselves into a four-stage spiritual downward spiral [30, 47].
II. Exegesis and Theological Argumentation
1. The House of Joseph’s Conquest of Bethel and the Reconstruction of Luz (Judges 1:22–26)
(1) The Divergence Between Theophanic Declaration and Cultic-Strategic Corruption
Judges 1:22 declares that "the house of Joseph also went up against Bethel, and the LORD was with them," revealing that the grace of divine presence that had guided the southern victories was likewise extended to the northern tribes [8, 14, 16]. Unlike Judah’s campaigns, however, which culminated in total destruction, the Bethel campaign of the House of Joseph completely lacks miraculous or cultic purity, operating visibly solely through human strategy and a transactional agreement with an informant [14, 15].
The spies of the House of Joseph deliberately imitate the Jericho conquest narrative of Joshua 2 [14, 17, 19]. Seizing a man coming out of the city, they propose, "Show us the entrance to the city, and we will show you kindness (ḥesed)" [19]. As Jack R. Lundbom (2013) observes, whereas Rahab of Jericho confessed her saving faith in Israel’s God before being incorporated into the covenant of grace, the Bethel informant underwent no spiritual conversion whatsoever, functioning merely as a transactional object for survival [14, 19, 27]. The Josephites violated the strict prohibition of Deuteronomy 7:2—which forbade making any treaties or covenants with Canaanite natives—purely as an expedient means to capture the city with ease [19, 22].
(2) The Relocation of Luz and the Perpetuation of Canaanite Culture
True to their word, the spies released the man and his family; he traveled to the land of the Hittites, founded a new city, and named it by its former designation, "Luz" (v. 26) [19, 27]. Barry G. Webb (2012) evaluates this scene with the following assessment:
> "What in effect happens, though, is that Luz is not obliterated but 'moved.' ... It is not just a man and his family that survive to flourish again, but Canaanite culture in a very tangible form — a city."
In short, the conquest of Bethel was not the expulsion of Canaanite power, but the physical "relocation and preservation" of Canaanite culture [19, 27]. This marked the first critical fracture wherein Israel, compromising with the survival methods of Canaan, began to forfeit its own spiritual immunity [19, 27].
2. The Introduction of the Forced Labor (Mas) System and the Jurisprudential Misapplication of Deuteronomic Warfare Laws (Judges 1:28, 30, 33, 35)
(1) The Legal-Historical Distortion of Forced Labor (Mas)
The core verb repeated throughout the first chapter of Judges is lo' horish ("they did not drive out" the Canaanite inhabitants), paired with mas (the imposition of forced labor upon them) [30, 46].
In his Harmony of the Pentateuch, John Calvin (1563) sharply denounces Israel’s choice to subjugate the Canaanites to forced labor rather than expelling them:
> "God strictly forbade the making of any treaty or covenant with the Canaanite nations. That Israel chose to compromise by subjecting them to forced labor and extracting tribute rather than wholly expelling or destroying them was a fatal disobedience that prioritized their own fleshly convenience and material gain over God’s holy command."
According to Deuteronomy 20:10–15, forced labor (mas) was permissible upon surrender following peace negotiations exclusively regarding "cities located at a distance" outside Israel’s immediate borders. Conversely, Deuteronomy 20:16–18 commands the absolute destruction (ḥērem) of every breathing creature among the seven Canaanite nations residing within Israel’s territory.
Consequently, the northern tribes’ anomaly of applying distant warfare laws to inhabitants within Canaan (vv. 28, 30, 33, 35) constituted an overt legal sophistry and arbitrary misapplication of Deuteronomic law [30]. As Walter Brueggemann (1977) points out, the fertility of the Promised Land acted as an "enemy of memory" for Israel, causing them to forget the holy demands of the Torah and reducing them into secular imperialists addicted to cheap labor [47].
(2) The Re-enactment of a Self-Betraying Exploitative Structure
Israel, who had previously groaned under the harsh forced labor (mas) and oppression of Pharaoh in Egypt and cried out for deliverance (Exod. 1:11, 3:7), now seated themselves upon the throne of oppressors exploiting the Canaanite populace the moment they settled in the Promised Land [30, 47]. As Bruce Waltke (2007) aptly designates it, this serves as a quintessential testament to the spiritually plunging "Downward Spiral of Canaanization." Abandoning their vocation as a kingdom of priests called to sanctify Canaan, Israel replicated Canaanite exploitative structures, thereby sharing in systemic homogeneity with them [47].
3. Socio-Historical Reality and the Dynamics of the Verb Yāšab (Judges 1:27–35)
As Professor Wright correctly notes, the Canaanite city-states established in the plains during the early Iron Age possessed iron chariots (rekev barzel, v. 19), fortified defensive networks, and a monopoly on metallurgical technology transitioning from the Bronze to the Iron Age [1]. The inability of the Israelite tribes to descend from the hill country into the lowland plains was not merely the result of internal laziness, but reflected the historical reality of the tribal confederacy's physical and military limitations while still remaining at a patriarchal clan stage [1, 2].
Yet while this physical constraint in itself was not sin, the essence of their apostasy lay in choosing pragmatic compromise and forced labor (mas) rather than trusting in divine theocratic power in the face of those limitations [1, 2]. This spiritual descent unfolds elaborately through a four-stage progression employing the verb yāšab ("to dwell") [30]:
1. Stage 1 (Manasseh, Ephraim, Zebulun): The Canaanites "lived among" them, while Israel exercised dominion through corvée labor [30, 46].
2. Stage 2 (Asher, Naphtali): The power dynamic inverted, reducing Israel to marginalized figures "living among" the indigenous Canaanites [30].
3. Stage 3 (Tribe of Dan): Trapped in the hill country under the military pressure (raḥaṣ) of the Amorites, they met a critical catastrophe [30].
III. Counter-arguments and Responses
1. Counter-argument 1: The Historical-Critical Claim of "A-historicity and Rhetorical Exaggeration"
- Counter-argument: Moshe Weinfeld and certain historical-critical scholars argue that Deuteronomy’s command to annihilate the Canaanites (ḥērem) and Judges 1’s accounts of conquest failure are merely ideological rhetoric devised by later thinkers to counter Canaanite idolatry. Since historical Israel actually coexisted peaceably with indigenous Canaanites and gradually assimilated with them, labeling this as moral disobedience or covenantal rupture misunderstands the literary essence of the text.
- Response: Given that ancient Near Eastern victory stelae never record conquest failures or compromises with enemies, the fact that Judges 1 candidly lists tribal conquest failures (lo' horish) and embarrassments (mas, subjugation) demonstrates that this text is not a later heroic rhetoric [1, 2]. It is grounded in a rigorous Canonical Realism that unsparingly exposes actual historical trauma and spiritual failure [1, 2].
2. Counter-argument 2: Defense of Pragmatic Coexistence and Survival Rationality
- Counter-argument: Pragmatic scholars argue that rather than inviting national extinction by waging futile total warfare against Canaanites wielding iron weapons, incorporating them into forced labor to secure economic utility was a rational and inevitable choice for Israel's survival in a harsh ancient society.
- Response: Such utilitarian apologetics completely forget the "covenantal holiness" that forms the raison d'être of the theocratic state of Israel. Israel’s victory depended not upon military might or economic efficiency (mas), but solely upon total obedience (ḥērem) to Yahweh [14, 46]. The moment one suspends God’s explicit commands for convenience and profit, survival rationality immediately degenerates into the sin of unbelief. The author of Judges sternly warns that this pragmatic compromise ultimately became a "snare" that destroyed Israel from within [22].
IV. Conclusion
Judges 1:22–36 functions as an implicit mirror revealing how Israel failed its first major spiritual test upon entering the Promised Land. The pragmatic transaction (ḥesed) exhibited in the House of Joseph’s conquest of Bethel, the unjust imposition of forced labor (mas) upon Canaanite inhabitants by the northern tribes, and the spiral of Canaanization that chose secular complacency over faith-driven resolve in the face of Iron Age constraints—all represent fatal apostasies wherein human calculation replaced God’s holy covenantal demands [14, 19, 30].
As this study has demonstrated, Israel’s incomplete conquest (lo' horish) arose at the intersection of objective physical limitation—military incapacity—and subjective spiritual disobedience—the lack of spiritual obedience [44, 46]. This serves as a solemn warning against the perils of spiritual degeneration experienced when believers and communities seek compromising coexistence within the vast systems of secular culture. The Promised Land is not a space maintained through the compromises of secular pragmatism, but a theocratic realm preserved solely upon the holiness of truth-obedience [47].

Historical-Grammatical Exegesis
The Dissolution of Covenantal Boundaries and Pragmatic Complacency: A Socio-Economic Exegesis and Dogmatic Horizon Fusion of 'Canaanization' in Judges 1:22–36
Author: N. T. Wright
I. Introduction: The Dialectic of the Occupation of the Promised Land and Covenantal Compromise
1. Research Background and Purpose
The biblical text spanning Judges 1:22–36 witnesses a redemptive-historical transition wherein the initiative of the conquest of Canaan following the death of Joshua shifts progressively from the southern tribe of Judah to the northern House of Joseph (the tribes of Ephraim and Manasseh) and other northern tribes [1]. On the surface, this text reads like a record of conquest and territorial expansion: the House of Joseph captures the central site of Bethel (vv. 22–26), and the northern tribes struggle to secure their promised inheritance [2]. Beneath this superficial combat narrative, however, lies a mechanism of spiritual and structural bankruptcy: the explicitly commanded total annihilation—the ḥērem (חֵרֶם)—of the seven Canaanite nations mandated by Deuteronomy 7 and 20 is intentionally dismantled, and in its place enters the "forced labor" (mas, מַס) system over Canaanite inhabitants that aligned with Israel’s economic pragmatism [3, 4].
Contemporary Old Testament scholarship and systematic theology have long engaged in a significant academic clash in interpreting this text. The historical-critical camp, spearheaded by Moshe Weinfeld (1990), regarded the Canaanite annihilation ideology of the Deuteronomic code not as actual historical conquest events, but as a "utopian and unrealistic rhetorical legal system" fabricated and idealized by the later Deuteronomistic school [5]. From their perspective, the incomplete conquest and the state of coexistence with foreigners recorded in Judges 1 amount to nothing more than a natural, historical process of compromised, peaceful settlement by the Israelite tribes who had established themselves in the central highlands of the early Iron Age.
Conversely, classical Reformed theology—represented by John Calvin (1563) and Herman Bavinck—alongside evangelical historical-biblical scholars such as Barry G. Webb (2012) and Trent Butler, argues that Israel’s incomplete conquest was not the product of simple military or physical inability [2, 6, 7]. They strongly contend that the survival of the Canaanite population was not due to any defect in God’s promise, but rather an act of "willed laziness and apostasy born of greed" on the part of Israel, who prioritized immediate convenience and economic profit over God’s holy command [6, 8].
Amidst this academic frontline, this study seeks to shed multi-faceted light on the conquest failures and compromises of the House of Joseph and the northern tribes in Judges 1:22–36 through the holistic lens of biblio-historical micro-exegesis (philological analysis and socio-economic historical grounding) and Reformed dogmatics (the doctrines of providence and apostasy). In particular, this paper will rigorously demonstrate how Israel’s disobedience anomalously and arbitrarily misapplied the Deuteronomic legislation, and further precisely trace how Canaanization deepened within Israel’s territory from Manasseh to the tribe of Dan in a progressive and structural downward spiral [4, 9].
2. Foundational Premises and Core Theses
Grounded in archaeological geography and juridical exegesis, this study derives and argues for three core propositions:
- Proposition 1: The Tension Between Human Strategy and Cultic Annihilation (Covenantal Compromise via Strategic Pragmatism)
The House of Joseph’s conquest of Bethel (vv. 22–26) cleverly and literarily imitates the Rahab narrative of Jericho (Joshua 2), yet in reality, it was executed as a pragmatic transaction (ḥeseḏ, חֶסֶד) entirely devoid of spiritual conversion and confession. This marked the inception of a spiritual and spatial compromise that resulted not in the expulsion of Canaanite culture, but in the "geographic relocation of Luz and the perpetuation of the Canaanite empire." (Demonstrated in Chapter I of the Main Body)
- Proposition 2: Jurisprudential Anachronism and the Replication of the Corvée (Mas) System (Socio-Legal Anachronism and Systematic Abuse)
The forced labor (mas, מַס) system imposed by the northern tribes of Israel upon the indigenous inhabitants within their borders—enacted only "after they had grown strong"—constitutes a self-serving, jurisprudential sophistry that anomalously misapplied the "laws of distant warfare" from Deuteronomy 20 [3, 4]. This was a secular compromise that traded the essence of holy war—the preservation of holiness—for material desire, representing a self-betraying Canaanization that self-reproduced within the Promised Land the very oppressive structures of Pharaoh's Egypt (Exod. 1:11) from which they had previously groaned and cried out. (Demonstrated in Chapter II of the Main Body)
- Proposition 3: The Duet of Geographical Reversal and Divine Concursus (Geographical Reversal and Divine Concursus)
The geographical regression spanning from Manasseh to the tribe of Dan and the inversion of subjects in the verb "to dwell" (yāšab, יָשַׁב) report the progressive Canaanization of the community [9]. This historical delay and territorial loss event demonstrate how the voluntary disobedience of humanity as secondary causes (historical reality) and the absolute providence of God as the primary cause guiding this toward covenantal discipline and eschatological rest (concursus divinus) operate organically within redemptive history. (Demonstrated in Chapter III of the Main Body)
II. Main Body: Textual Exegesis and Theological Argumentation
1. The House of Joseph’s Conquest of Bethel and the Reconstruction of Luz (Judges 1:22–26)
(This section exegetically demonstrates Proposition 1: "The Tension Between Human Strategy and Cultic Annihilation.")
(1) The Divergence Between the Presence of Yahweh and Strategic Espionage
Judges 1:22 resoundingly declares, "The house of Joseph also went up against Bethel, and the LORD was with them" [1]. Here, the synergetic phrase "and the LORD was with them" (wayhwh ʿimmāhem, וַיהוָה עִמָּהֶם) serves as a redemptive-historical guarantee showing that the divine presence that secured the initial southern victories of Judah (1:19) was fully bestowed upon the northern House of Joseph [2]. Yet, unlike the tribe of Judah, which executed total warfare prior to experiencing the limits of faith (fear of iron chariots), the Bethel campaign of the House of Joseph relies deeply, from its very inception, upon human strategy, intelligence, and compromise rather than God's supernatural power.
The espionage narrative of Bethel appearing in verses 23–24 exquisitely and intertextually evokes the Jericho conquest and Rahab narrative of Joshua 2 [1, 2]. The spies of the House of Joseph capture a foreigner emerging from the city in order to secure internal intelligence [2], proposing to him, "Please show us the entrance to the city, and we will show you kindness (ḥeseḏ)" [1, 2].
The term ḥeseḏ invoked here by the spies is a high-level theological word recalling the covenantal mercy and faithfulness that Rahab petitioned from the Israelite spies in Joshua 2:12 [2]. Yet, between these two narratives lies a profound exegetic divergence and spiritual/qualitative inversion:
- First, in the Rahab narrative, Rahab herself first heard and confessed in faith the universal rule of Yahweh and the saving event of the Red Sea (Josh. 2:9–11), subsequently petitioning for "kindness" based upon that faith [2]. However, the Bethel informant displays no spiritual conversion or confession of faith toward God whatsoever [2]. He functions merely as a gentile traitor and informant handing over the city's vulnerabilities purely for the preservation of his life and private survival [2].
- Second, during the Jericho conquest, the Israelite spies were cornered in a military predicament where they had no choice but to passively accept an oath to preserve Rahab’s life. In Judges 1, however, despite holding total initiative in the warfare, the House of Joseph proactively offered ḥeseḏ to the Canaanite inhabitant as an "expedient and military-pragmatic purpose" merely to capture the city easily and swiftly [2].
======================================================================================== Comparison Area Jericho City Espionage (Joshua 2) Bethel City Espionage (Judges 1:22–26) ======================================================================================== Attitude of Foreigner Rahab: Confession of faith in Yahweh Anonymous figure: Zero confession of faith "The LORD your God is God..." (Josh. 2:11) Transaction solely for life preservation ---------------------------------------------------------------------------------------- Initiative of Treaty Canaanite (Rahab) requests first Israelite spies proactively offer ---------------------------------------------------------------------------------------- Result of Conquest Canaanite inhabitants absorbed into Israel Canaanite rebuilds a new Canaanite city, (Rahab's family joins covenant community) "Luz," in foreign territory ========================================================================================
Through this contrast, the author of Judges exposes how the House of Joseph desacralized the cultic character of holy war into a secular espionage operation [2]. They easily bypassed the direct divine commandments commanding them not to make covenants with Canaanite inhabitants and to tear down their altars (Exod. 23:32; Deut. 7:2; Judg. 2:2) for the sake of tactical convenience [2, 10].
(2) Philological Evidence of the Relocation of Luz and the Perpetuation of Canaanite Culture
Following the conquest of Bethel, the House of Joseph safely releases the informant and his entire family as promised (v. 25) [2]. However, the resolution of this episode saddles Israel with a fatal spiritual paradox. The liberated Canaanite figure immediately migrates northward to "the land of the Hittites," establishes a new city, and designates it by its former Canaanite moniker from Bethel, "Luz" (v. 26) [1, 2].
Biblical scholar Barry G. Webb sharply points out the literary satire and irony of this event in his commentary The Book of Judges:
> "Luz is not obliterated but 'moved.' ... It is not just a man and his family that survive to flourish again, but Canaanite culture in a very tangible form — a city." [2]
The implication of this exegetic insight is clear. The victory of the Bethel conquest achieved by the House of Joseph was not the expulsion of Canaanite religion and race, but merely the physical "relocation and preservation" of Canaanite space and culture [2]. The sacred patriarchal tradition wherein Jacob had completely eradicated the Canaanite remnant name "Luz" in Genesis 28:19 and 35:6–7 and freshly renamed it "Bethel" (House of God) underwent a narrative inversion in Judges 1 through Israel's disobedience, resulting in the "resurrection and perpetuation of Canaanite Luz" [2].
Luz, founded in the land of the Hittites, maintained Canaanite values and lifestyles intact outside Israel’s covenantal boundaries, serving as a powerful spiritual base for Canaanite contamination that would incessantly infiltrate the internal spheres of the Promised Land [2]. Ultimately, by compromising with Canaanite methods of survival despite winning the military victory, the House of Joseph became the instigators of the first tragic fracture that began to dismantle Israel's covenantal immunity [2, 10].
2. The Introduction of the Forced Labor (Mas) System and the Anomalous Misapplication of Deuteronomic Warfare Laws (Judges 1:27–33)
(This section exegetically and archaeologically demonstrates Proposition 2: "Socio-Legal Anachronism and Systematic Abuse.")
(1) The Deuteronomic Legal Dichotomy Between Forced Labor (Mas) and Total Destruction (Ḥērem)
The latter half of Judges 1 (vv. 27–33) lines up a report of conquest failure (lō'-hôrîš, לֹא הֹורִישׁ) detailing how Manasseh, Ephraim, Zebulun, Asher, and Naphtali failed to drive out the Canaanite inhabitants [1, 9]. Yet amidst this dark report, a uniquely recurrent phrase appears: the record that after Israel grew strong, rather than completely driving out the Canaanite inhabitants, they subjected them to "forced labor" (mas) (vv. 28, 30, 33, 35) [1, 4].
The Hebrew word translated here as "forced labor" is mas (מַס) or mas-ʿōḇēḏ (מַס־עֹבֵד), which denotes not a voluntary payment of tribute, but a national-level "corvée/forced labor" administrative and judicial term [3, 4].
According to the research of Old Testament legal historian Jack R. Lundbom and Deuteronomy human rights law authority Daisy Yulin Tsai, the warfare code of Deuteronomy 20 compartmentalizes the character of warfare Israel would encounter strictly according to spatial boundaries [3, 4]:
- First, Warfare Against "Distant Cities" Outside Israel’s Territorial Boundaries (Deut. 20:10–15):
Israel was required to first proclaim peace (qārā' lāh ləšālôm, קָרָא לָהּ לְשָׁלֹום) prior to engaging in combat [3]. If the city accepted the peace treaty and opened its gates, Israel was permitted to preserve the lives of those inhabitants in exchange for subjecting them to Israel’s public forced labor (mas) [3].
- Second, Warfare Against the "Seven Canaanite Nations" Within Israel’s Territory (Deut. 20:16–18):
Regarding inhabitants within the borders of Canaan, peace negotiations or coexistence were strictly prohibited [3]. Israel was commanded to "leave alive nothing that breathes," executing absolute destruction, ḥērem (חֶרֶם) [3]. This was a strict preventative juridical measure ordained by God to fundamentally block idolatry and the sexual/social abominations practiced by the Canaanites from flowing into and contaminating the internal boundaries of the covenant community [3, 10].
Judged against this legal-historical context, the behavior of the northern tribes in Judges 1:28ff. exposes the true nature of their sin. The tribes of Manasseh, Ephraim, Zebulun, and Naphtali committed an overt legal sophistry and arbitrary misapplication of the "mas provisions of distant warfare law"—which could in principle only apply to foreigners outside the land—to Canaanite inhabitants residing within their own Promised Land territory (i.e., zones where ḥērem was strictly mandated) [3, 4].
This was not an unavoidable coexistence born of military limitation. The text clearly specifies that Israel subjected the Canaanites to forced labor and failed to drive them out "only after they had grown strong" (kî ḥāzaq yiśrā'ēl, כִּי חָזַק יִשְׂרָאֵל) (vv. 28, 35) [1, 2]. That is, despite possessing sufficient military and administrative physical power to completely expel the Canaanite population and secure God’s sovereign domain, they chose a compromise that voluntarily suspended God’s absolute mandate of holy war for the sake of securing cheap labor and the pragmatic gains of material and economic exploitation [2, 6].
(2) Socio-Historical Realities and the Secular Imperialism of "Remaining Sin"
When viewed in light of ancient Near Eastern (ANE) archaeological contexts, the mas system introduced by the Israelite tribes in violation of God's commands harbors an even deeper historical contradiction.
According to excavation data from archaeologists Israel Finkelstein and Amihai Mazar, Canaanite city-states in the Jezreel Valley during the early Iron Age (Iron Age I, c. 1200–서재 자료—such as Stratum VII levels at Megiddo and the Egyptian military garrison at Beth-shean—maintained robust defensive fortress networks and iron chariot military forces grounded in advanced metallurgy [1]. The Israelite tribes experienced setbacks before these massive physical barriers during their early settlement phase [1].
However, as the tribal confederacy gradually expanded its strength and military initiative shifted toward Israel, they abandoned their vocation as a kingdom of priests called to dismantle the wicked religious and social systems of Canaan (Exod. 19:5–6) [4]. Instead, they chose to inherit the exploitative and hierarchical city-state administrative system previously maintained by the Canaanites, becoming beneficiaries themselves [4].
Israel, called to abolish the violent and unjust systems of the pagans, instead sympathized with and replicated pagan systems, becoming another oppressor exploiting the Canaanite populace [4]. This is a severe historical betrayal and irony regarding the Exodus event. Israel, who had previously groaned under the oppression and abuse of Pharaoh's forced labor (mas) in Egypt and cried out for deliverance (Exod. 1:11, 3:7), now sat in the seat of oppressors imposing the exact same form of mas upon Canaanite inhabitants within the Promised Land [4, 9].
Systematically speaking, this phenomenon serves as a powerful dogmatic warning regarding how to handle "Remaining Sin" within the believer during the process of Sanctification. Even after regeneration, the believer must wage a battle unto blood to completely destroy (ḥērem) the Canaanite nature (sinful habits and desires) remaining within their soul. Yet in many cases, when the power of the ego "grows strong," rather than completely expelling that sin, believers seek pragmatic coexistence—retaining it under their control (mas) and utilizing it moderately to derive spiritual and secular benefits. Just as the Canaanites became thorns in Israel’s sides and their gods became a snare (Judg. 2:3), this compromising complacency ultimately functions as a foreshadowing of spiritual catastrophe, gradually paralyzing the believer's soul from within and eventually reducing them to total assimilation and slavery to the world [10].
3. The Four-Stage Geographical and Spiritual Descent and the Dynamics of Divine Concursus (Judges 1:34–36)
(This section demonstrates Proposition 3: "Geographical Reversal and Divine Concursus," utilizing syntactical analysis and Reformed providence.)
(1) The Inversion of Subjects in the Verb Yāšab ("To Dwell") and Geopolitical Catastrophe
The northern tribal reports in Judges 1:27–35 employ advanced narrative technique to portray how the power dynamics between the Israelite tribes and the Canaanite population completely inverted along the northward path [9]. The exegesis-revealing key that most clearly visualizes this downward dynamic is the violent upheaval in the subject and sentence structure of the Hebrew verb meaning "to dwell" or "to sit": yāšab (יָשַׁב) [9].
According to the geographical and literary analysis of Old Testament scholar K. Lawson Younger Jr., the latter half of Judges 1 displays a four-stage fatal regression structure indicating the loss of conquest initiative [9]:
- Stage 1: The Tribe of Judah (Complete Dominion)
Canaanite inhabitants dared not dwell (yāšab) within Judah's territory [9]. This represents a governed space where Israel functioned as sovereign rulers.
- Stage 2: The Tribes of Manasseh, Ephraim, and Zebulun (Beginning of Coexistence – Israelite Dominance)
"Yet the Canaanites were determined to dwell in that land (wayyô’el haggənāʿanî lāšāḇeth)" (vv. 27, 29) [1]. Here, the Canaanite indigenous population becomes the subject and "resolves to dwell," but because Israel controlled them and imposed mas after growing strong, spatial initiative still rested with Israel [1, 9].
- Stage 3: The Tribes of Asher and Naphtali (Inversion of Subjects – Canaanite Dominance)
"So the Asherites lived (wayyēšeḇ hā’āšērî bəqereḇ haggənāʿanî) among the Canaanite inhabitants of the land" (vv. 32–33) [1]. Here, the grammatical subject completely flips from the "Canaanites" to "Asher and Naphtali" [9]. This exposes the spiritual reality of marginalization, wherein Israel no longer penned in and controlled foreign inhabitants, but instead was reduced to a minority "wedged in to live" amidst a vast Canaanite population and cultural sea [9].
- Stage 4: The Tribe of Dan (Total Defeat and Oppression)
"The Amorites pressed (wayyilḥăṣû) the Danites back into the hill country, for they did not allow them to come down to the plain" (v. 34) [1]. At the final stage, the tribe of Dan is totally suffocated by the military oppression of the Amorites, stripped of their promised lowland plains, and expelled into cramped mountainous terrain [9]. The verb used here to describe the Amorites pressing down upon Dan, lāḥaṣ (לָחַץ), is the identical punitive verb employed when Pharaoh of Egypt "oppressed" Israel [9].

This northward geographical path serves as complete literary and historical evidence illustrating a "progressive downward curve of Canaanization," wherein Israel did not sanctify and assimilate Canaan, but was instead subjugated and conquered by Canaan’s geographical, cultural, and military power [2, 9].
(2) Divine Concursus (Concursus Divinus) and the Redemptive-Historical Integration of Providence
This tragic conquest failure and historical delay of the northern tribes is a premier example of the doctrine of Divine Concursus (concursus divinus)—which addresses how God's absolute providence as the primary cause interacts in redemptive history with the voluntary wills and historical contingencies of human secondary causes [11–13].
As articulated by Reformed dogmatic giants Herman Bavinck and Francis Turretin, God's universal providence does not destroy the free will of creatures or historical causality; rather, it preserves the inherent properties of secondary causes, concurs and accompanies their flow (concursus), and ultimately accomplishes God's eternal, good, and decretive purposes without the slightest margin of error [11, 14, 15].
Within the incomplete Canaanite conquests of Judges 1:22–36, the laws of divine concursus operate in a multi-layered manner:
- First, The Actuality of Human Spiritual and Moral Responsibility (Operation of Secondary Causes):
Every decision made by the Israelite tribes to compromise before military limitations and impose mas upon Canaanite inhabitants to secure economic gain was the product of Israel's voluntary moral laziness and disobedience as creatures [2, 6, 8]. God is not the direct author of sin, and the primary responsibility for this failure rests entirely upon Israel's free choice to violate the covenant [12, 16].
- Second, The Sovereignty of Provident Decrees and Spiritual Training (Control of the Primary Cause):
Nevertheless, this delay in conquest was not an accidental occurrence outside God's sovereign governance. As Calvin notes in his Harmony of the Pentateuch, God maintained a high-level providential purpose in not instantly annihilating the Canaanite population despite foreseeing Israel's disobedience [8, 17]. God exercised "general providential mercy" to restrain the proliferation of wild beasts so that the Israelites would not become proud amidst the abundance of the Promised Land (Exod. 23:29–30; Deut. 7:22) [8, 17], while simultaneously conducting a "redemptive-historical spiritual training" utilizing the remaining Canaanites as whips and instruments of discipline to test Israel's adherence to the Torah and forge their spiritual vigor [8, 17].
- Third, Redemptive-Historical Teleology and the Christological Fulfillment of Rest:
Ultimately, God controlled (concursus) Israel's historical failures and the limitations of their territorial inheritance, embedding into Israel's history the stark existential reality that visible, physical land inheritance brought by human heroes and physical land conquest could not provide creatures with true and eternal "eschatological rest" [8, 18]. Their incomplete conquest and the tragedy of unceasing Canaanization served as a redemptive-historical milestone, guiding Israel to yearn beyond human figures in history or physical territorial conquest toward the true and eternal "resting place" (sabbatismos, Heb. 4:9) and promised inheritance to be fulfilled solely within Jesus Christ, the eternal High Priest and Mediator [8, 18].
The providential glory wherein even man's most tragic failures and compromises are seized and orchestrated as tools of redemptive history within God's sovereign hands flows steadily across this dark conquest report of Judges [11, 16].
III. Counter-arguments and Responses
1. Counter-argument 1: The Historical-Critical Claim of "A-historicity and Idealistic Rhetoric of Ḥērem"
- Historical-Critical Counter-argument:
Historical-critical scholars such as Moshe Weinfeld argue that the "command to annihilate the Canaanites (ḥērem)" in the Deuteronomic warfare code is merely an ideological and rhetorical creation of later Deuteronomistic historians that was never actually executed in ancient Israelite history [5]. The conquest failure account of Judges 1 is similarly not a report of actual historical apostasy or spiritual corruption, but an ideological text laden with rhetoric wherein later centralizing religious reformers retroactively redefined and framed historical coexistence with Canaan as a crime.
- Response of This Study:
Such ideological reductionism is an exegetic bias failing to properly evaluate the "Canonical Realism" and historical veracity of the biblical text. If Judges 1:22–36 were merely a smooth, unilateral religious-reform ideological creation of later Deuteronomistic historians, it would have been filled with unilateral heroism or the romanticization of total victory akin to ancient Near Eastern imperial victory stelae. Yet the text unsparingly exposes their critical historical shame and weaknesses without embellishment—including the military limitations faced by the northern tribes, the imposition of anomalous corvée labor (mas) driven by economic greed, and the tragic mountain expulsion of the tribe of Dan [1, 2]. Furthermore, Israel's failure is not simply a fabricated moralistic ideology, but a historical event closely aligning with archaeological topographical facts, such as the metallurgical superiority of ancient Canaanite city-states and excavations of Jezreel fortress towns [1]. Therefore, the text's accounts of covenantal apostasy and corruption are theological exposures of canonical fact clearly recording the spiritual failures Israel confronted within historical reality, rather than fictional rhetoric [2, 10].
2. Counter-argument 2: Secular Historicism and Economic "Pragmatic Survival Rationality" Apologetics
- Pragmatist Counter-argument:
Some sociological biblical scholars argue that rather than sustaining futile total warfare against Canaanite inhabitants wielding powerful iron chariots—which would have invited the mutual destruction of the tribal confederacy—the northern tribes of Israel pursued coexistence through realistic compromise and maximized agricultural productivity and economic wealth by subjecting them to forced labor (mas), representing the most rational and wise geopolitical survival strategy available to Israel in the harsh survival environment of the ancient world.
- Response of This Study:
Such utilitarian materialism is a severe theological fog that transposes the value of "covenantal holiness"—the raison d'être and unique identity of the theocratic state of Israel—into secular economism. Israel was not called to earth merely to expand territory, accumulate national wealth, and exercise imperial hegemony [4]. Their purpose was to fulfill the holy vocation of a "kingdom of priests" by purging the violent cultures of Canaanite exploitation and idolatry from the earth and visibly displaying God’s absolute justice and rule [4]. The moment one arbitrarily compromises and suspends God's explicit holy war commands (ḥērem) for the sake of military efficiency and economic profit (mas), survival rationality instantly degenerates into spiritual rebellion and apostasy against Yahweh [2, 6]. The author of Judges sternly denounces in chapter 2 how this pragmatic compromise—though perhaps affording short-term economic stability—ultimately became a fatal "snare" that destroyed Israel from within and confined them under the oppressive rule of surrounding pagan empires [10].
IV. Conclusion
The conquest report of the northern tribes of Israel spanning Judges 1:22–36 serves as a redemptive-historical mirror reflecting how Israel failed miserably during its first major spiritual and socio-economic test upon entering the Promised Land.
As demonstrated through literary exegesis and archaeological grounding in this study, the pragmatic transactions (ḥeseḏ) manifested in the House of Joseph’s conquest of Bethel, the forced labor (mas) system arbitrarily applied and exploited against Canaanite inhabitants by the northern tribes, and the spiral of Canaanization culminating in the mountain confinement of Dan alongside northward geographical regression—all represent fatal willful disobedience wherein human calculative efficiency superseded God's holy covenantal demands [2, 4, 9].
The painful frustrations of their historical conquest failure and territorial loss paradoxically serve as a stage revealing the sovereign and glorious providential victory of "Divine Concursus (concursus divinus)," wherein God faithfully accompanies the historical secondary causes of creatures beyond human depravity and limits, orchestrating His good and infallible eschatological rest [11, 16]. The Promised Land is not a space preserved through compromises of secular pragmatism or assimilation with secular civilization, but a theocratic realm of grace preserved and enjoyed solely upon covenantal purity, total obedience, and distinction to God's word, as eloquently resounded by the dark history of Judges 1 [2, 10].

The Book of Judges (Eerdmans, 2012)

Commentaries on the Four Last Books of Moses Arranged in the Form of a Harmony (1563)

3. 잭 R. 룬드봄 (Jack R. Lundbom)
Deuteronomy: Law and Covenant (Cascade Books, 2013)

(Walter Brueggemann)
The Land: Place as Gift, Promise, and Challenge in Biblical Faith (Fortress Press, 1977)

(Bruce Waltke)
An Old Testament Theology: An Exegetical, Canonical, and Thematic Approach (Zondervan, 2007)

(Moshe Weinfeld)
The Ban of the Canaanites in the Biblical Codes" (Deuteronomy and Deuteronomic School, 1990)

7. 고든 J. 웬함 (Gordon J. Wenham)
Reading the Women of the Bible (IVP, 2002) 및 모세오경 개론서
> "But this is actually a rhetorical command rather than a literal one... Clearly, destroying Canaanite religion is much more important than destroying Canaanite people."

(Geographical and Spiritual Spiral of Decline):
> "What in effect happens, though, is that Luz is not obliterated but 'moved.' ... It is not just a man and his family that survive to flourish again, but Canaanite culture in a very tangible form — a city."
III. (Counter-arguments and Responses)

(Deceitfulness of Sin)
III.
III.
